I now write for authority to establish a Postal Agency at Liu Kung Tau, paying the Commissioner's writer $35 a month as agent.
From the confidential sheet (which I will forward under separate cover for inspection, if desired,) it appears that the Chinese Post Office in three months and a half working made but could not keep $520 by Union Mails, a large portion of that consists of course of British stamps, but a not inconsiderable proportion is Japanese. If we had an Agency at Liu Kung Tau only British stamps would be sold and further we should get all the registration money at present made by the Chinese.
For a fortnight past I have been sending all mail matter for Wei-hai-wei in closed mails to the Commissioner at Liu Kung Tau.
